"The BLM decision is to remove all wild horses from the portion of the Riddle Mountain Wild Horse Herd Management Area (HMA) which was transferred to the State of Oregon. The decision will partially compensate for their removal by adjusting management levels in the remaining portion of the Riddle Mountain HMA. Revised management #s: Min #/Max # Warm Springs +11/+2, Heath Cr-Sheepshead +11/+2, Palomino Buttes +2/+4, South Steens +9/+4, Riddle Mnt (Burnt Flat Sub-herd Unit Only) +3/+6, Alvord-Tule Springs +0/+0, Kiger +1/+2.

Genetic study of Kigers dated received Oct 19, 1988
"Bloodtyping of 105 horses from the Kiger range of Oregon. A total of 17 genetic systems were analyzed. Genetic variability within the Kiger sample was relatively high with an average effective number of alleles of 1.878 and effective heterozygosity of 0.467. This high degree of variability is likely, although not necessarily, due to a mixed origin of this herd or recent introductions. It is, however, not possible to determine at this point, which breeds specifically were involved in the ancestry of the Kiger herd. The highest average genetic similarity of the Kiger herd was with seven breeds of known Spanish origin. Next highest average similarity was with other hotblood breeds. Similarity with cold blood breeds were relatively low. The highest pairwise similarity was with the Campolina, a Spanish breed from Brazil." "The tree {dendrogram, tree diagram} shows the Kiger herd clustering most closely with the known Spanish breeds. "There are only about four variants that can currently be considered as indicative of unequivicable Spanish origin. At least two of these variants occur in breeds that are not usually considered Spanish but do have Spanish blood in their ancestry. Another difficulty is that all of these indicator variants are uncommon to rare in Spanish breeds. The Kiger herd does carry one of these variants known as Ddek. The frequency in the Kiger herd is about 4% which is relatively high for this variant.
Major Revision of Riddle Moutain Wild Horse Management Plan, dated December 18, 1987, by William Andersen
"The Riddle Mountain wild horse herd now ranges on the Louie Hughes and Oreana Pastures of the Burnt Flat Allotment."
"Wild Horse Objectives"
1. To maintain a herd of 33 to 56 head of wild horses in the Riddle Mountain HMA.
5. To retain that trace of Spanish mustang blood now present in the herd.
