broke to ride Kiger/mustang wanted

A friend of a friend is looking for a Kiger or mustang that is broke to ride. She would like something within driving distance of Wisconsin/Illinois border so she can see the horse before purchasing. She doesn't have alot of money to spend. She isn't looking for any specific color. She would like something around 15H. She had a mustang that passed on and now she's looking again for just the right horse for her. Any tips?

I'll ask some people on a list I'm on if anyone knows of a horse fitting the bill.....let you know if I hear of anything....
