In the event some of you are unaware, a new bill was introduced in the House last week, with some very pro-wild horse amendments to the WH&B Act. It is HR 1018, I think it can be viewed on this site:

One of the things it proposes is to prohibit the killing of the horses by the Federal Government unless necessary due to illness or lameness. And proposes opening up previously zeroed out HMAs (now called HAs) to put excess horses back in. Still a work in progress but IMHO a definite step in the right direction.
