I don't think that is a tie down; looks like a "get down" rope on a bosilita under the bridle. I think Joan rides her QH, Rocco...

Wow Diva is doing absolutely fabulous. I can't wait to get more updates of her competitions. The rope attached to the bosal I see a lot in working cow horse. I think the main purpose is just to have a ready made leadrope when you get down and to enable you to keep your horse bridled.
