Hmmm....hard to tell with the mane, but the shoulder and frontend are more toward a gaited breed; then the downhill makes me think of a QH, so many a crossbred of some sort?

It reminds me of the Rocky Mt horses but the color is off, it could be a Azteca

I also think Azteca although I have only seen one up close. If not Azteca then it is some type of cross basaed on legs and shoulder IMHO.
